So I had to completely reset my computer and lost everything, so I forget exactly which ones they are, and cannot check at the moment. Unfortunately, it's been awhile since I've last fixed the game and a couple months back my two memory hard drives started leaking together due to windows pulling a stupid on where I designated saves for everything. Look around in the settings of the mod launcher, and turn on a couple of the settings. The mod launcher is a must as booting from the actual launch program won't do, and hard booting the game from the settings only worked for a short while before it started crashing at the sega logo. Which those steps can be followed in the link listed in the pinned answer above. Also disable the steam overlay through the steam settings. You'll want to do the resolution changes, and lock the fps in the config file. I've been a bit busy with work that I haven't been on pc in awhile.
